The Housing Fund of the Republic of Slovenia plays the role of an implementer of housing policy measures and activities at the national level, constructing neighbourhoods and multi-apartment buildings aimed at solving housing problems of targeted vulnerable groups such as young people, young families, families and the elderly, with a strong emphasis on ensuring high quality of living and sustainable construction principles. The public rental housing stock must reflect a quality built environment for multiple generations. The Housing Fund’s own projects and investments focus on the construction of sustainable and energy-efficient buildings, with the life cycle of buildings being particularly important in the case of the public rental housing stock. The design of the buildings takes into account all the factors that influence the quality of the design of a nearly zero energy building (sNES).

The Housing Fund of the Republic of Slovenia is the investor of three multi-apartment buildings B1, B3, B5 with a total of 103 housing units in the Podbreznik Novo mesto neighbourhood, which are intended to strengthen the stock of public rental housing units.

The planned multi-apartment buildings are energy efficient, nearly zero energy (class A1), which will be built according to the principles of sustainable construction and with the aim of providing quality living comfort at low operating costs.

The project follows the fundamental principles of mitigating and adapting to climate change by ensuring sustainable use and protection of water resources, promoting a circular economy through waste prevention and recycling, preventing and controlling air, water or soil pollution, and protecting and conserving biodiversity and the ecosystem.

The final building permit was obtained on 26 May 2022 and the occupancy permit is expected to be obtained by the end of 2024. The housing units are expected to be available for occupation in 2025.

The Podbreznik residential neighbourhood consists of five blocks B1, B3, B5, B7 and B9. Neighbourhood is being developed together with the Municipality of Novo mesto, which is simultaneously designing and building two blocks B7 and B9 with 81 public rental housing units in the development area.

The building is designed as a series of three multi-apartment with a common underground floor and a common associated external arrangement. All buildings are of GF + 3 + T. The blocks have 96 parking spaces provided on the basement level below and between the buildings, 62 parking spaces on two parking platforms above the underground garage and 28 visitor parking spaces along the public area adjacent to the central loop road. All buildings are rectangular in plan form of varying lengths, with covered balconies provided on the long sides of the building outside the basic floor plan. The apartments are on all five floors of all buildings. The apartments are one-, two-, three- and four-bedroom units, ranging in size from 38 to 80 m2. Each apartment also has a storage room inside the apartment and an outdoor balcony. The attached bicycle storage and service areas are on the basement floors. The buildings are connected by a two-level exterior, playgrounds and plantings that serve the residents of the neighbourhood and connect the neighbourhood to its surroundings. The project includes 10% of the housing units (11 housing units) which are adapted for people with functional or physical disabilities.
