Subsidies to young families for first-time housing and savings in the National Housing Savings Scheme
On 30 May 2012, the Act on Balancing Public Finances (hereinafter: was published in the Official Gazette of the Republic of Slovenia (Official Gazette of the Republic of Slovenia, No.40/2012) and adopted by the National Assembly on 11 May 2012. The ZUJF also affects, among other things, the scope of the Act on the National Housing Savings Scheme and Subsidies to Young Families for the Initial Settlement of Housing Issues (hereinafter: ZNSVS-UPB2) by completely deleting the articles relating to the granting of subsidies to young families and the subsidisation of market rent (from Article 26a to Article 26i).
The provisions in question in the newly adopted legislation abolish subsidies for young families altogether, including subsidies for young families that have already received subsidies under public calls for proposals between 2006 and 2011. In view of the above, the Housing Fund of the Republic of Slovenia, a public fund, thus no longer has a legal basis for launching a public call for the allocation of subsidies to young families for the first time in 2012.
We would like to inform the interested public that the Republic of Slovenia still guarantees the continuation of savings in the national housing savings scheme only until all savings contracts concluded before the entry into force of the ZUJF have been realised. However, the conclusion of new savings contracts is no longer possible due to the deletion of those articles in ZNSVS-UPB2 that relate to savings in the NSVS (Articles 5 to 10, Article 11(1), Article 12, Article 24(3)).
