The Housing Fund of the Republic of Slovenia, Public Fund, as part of the project attended the Annual meeting of partners of the project on the 7. – 8. November 2023 in York, Great Britain.

The SUPER-I project is the European project for Financing Investments in Energy Efficiency – Smart Finance for Smart Construction (H2020 Project_B4E-11_Financing for Energy Efficiency Investments – Smart Finance). The project aims to contribute to energy efficiency in the social housing sector by establishing a direct dialogue at local level between financial institutions, other private investors and social housing managers, while helping to develop effective financial schemes by collecting relevant data on energy efficiency investments. The fund will in all receive a 35.875 EUR grant as part of the project.

The Housing Fund cooperates in the project with pilot project location – the building Neža 26a and 26 b, Trbovlje, where energy renovation of the building is currently underway. A measure of thermal insulation of the facade, thermal insulation of the ceiling against the unheated attic and thermal insulation of the basement ceiling will be implemented. At the same time, the gas stoves and radiators will be replaced, and electric boilers will be installed for the preparation of hot sanitary water.

At the event, the work done by the partners in the past 27 months was presented, we discussed the project’s progress and obstacles, as well as the further development and necessary activities of individual participants.

The Festival of the Third Life Period (F3ŽO) is taking place in Cankarjev dom in Ljubljana from 27/09/2023 to 29/09/2023.

Among the many exhibitors, the Housing Fund of the Republic of Slovenia is also represented as the only provider of public rental services in the country, which performs the role of liaison and service provider between the subtenant and the landlord in the entire process of managing a rental apartment.

In addition to the public rental service, the Housing Fund of the Republic of Slovenia presents its 30 years of operation as well as its own multi-apartment construction projects for public rental with various options for renting apartments for young people, families, young couples and the elderly.

In addition to the exhibition space, the Housing Fund participated in a round table on the topic: Facing the challenges of housing policy in the field of social welfare and in the wider social environment. Director of the Housing Fund of the RS, mag. Together with the participants, Črtomir Remec presented the circumstances affecting the peculiarities of the Slovenian housing market and politics.

Notice of Program Completion

The Housing Fund of the Republic of Slovenia, the public fund (SSRS), announces that in accordance with the provision of paragraph 5 of chapter I.5 of the Program for co-financing the provision of public rental housing units in 2022 and 2023 (hereinafter: the Program), which was on 11.4. 2022 published in the Official Gazette of the Republic of Slovenia, no. 50/2022, Program closed on 15/09/2023, as all foreseen – available financial resources were approved by the decisions of the Supervisory Board of the Housing Fund of the Republic of Slovenia. In view of the aforementioned fact, SSRS no longer accepts new applications for this Program, but applicants who submitted applications before the closure and for whom there are no longer available funds have been informed of the closure of the Program.

The Program remains published on the SSRS website for closed tenders, for the purpose of inspection by contractual parties who are still participating in the co-financing of projects under the Program, while the prescribed application form is withdrawn from the website.

At the same time, we would like to inform you that a new dedicated tender/co-financing program for the provision of public rental housing for the years 2024 and 2025 will be announced this year, for the financing of which SSRS received financial resources from the Republic of Slovenia. After acceptance, the program will be published on our website and also in the Official Gazette of the RS, so we invite you to regularly follow promotional and informative announcements on our website www.ssrs.si

Information about the implementation of the Program

The program for the years 2022 and 2023 was adopted based on the guidelines of the Resolution on the National Housing Program 2015-2025 (ReNSP15-25) and with the aim and objective of co-financing new public rental apartments and housing units in municipalities and statistical regions.

In accordance with the provisions of the Program, a total of EUR 10 million was allocated for the co-financing of 2 investment projects in Central Slovenia (Ljubljana) and Southeastern Statistical Region (Novo mesto) for the acquisition of a total of 169 public rental apartments and realization in 2024 and 2025. With this, the Fund fulfills its commitment increase in housing in areas where PROSO and data from local communities show the greatest need for housing, which we are particularly pleased about.

We also received 5 applications for 24 public rental apartments and 6 housing units and started the review procedures, further procedures and application approvals could not be carried out due to the allocation of all available funds and the closure of the program. We invite all applicants to apply for the new tender that will be published by the Fund

On September 21, 2023, the International Roma Conference was held in Radenci, organized by the Council of the Roma Community of the Republic of Slovenia. The conference was attended by Roma representatives from fifteen countries, namely from Slovenia, Belgium, the Netherlands, France, Luxembourg, Germany, Italy, Austria, Croatia, Bosnia and Herzegovina, North Macedonia, Kosovo, Turkey, Hungary and Serbia. Representatives from various national and European institutions were also present, such as acting the Director of the Office of the Government of the Republic of Slovenia for Minorities, Janez Doltar, European Member of Parliament Livija Jarok, and, among others, the representative of the Housing Fund of the Republic of Slovenia, which, as a ReNSP15-25 contractor, also implements measures for the Roma community according to the NPUR 2021-2023.

The goal of the international event was to learn about the implementation of the ten-year EU plan to support Roma in the EU, with the plan also containing content on housing and Roma living. At the conference, it was emphasized by those present in the discussion that the legal framework for regulating the situation of Roma in Slovenia is adequate and even advanced compared to their situation in other European countries, especially in the Balkans, but the situation in Slovenia is not the same everywhere. The case of the Pušča project, which has been going on for 60 years, was highlighted as a positive example of practice, and the European Commission also paid attention to it. Those present also watched a promotional video of the project in question, which will serve the European Commission to further activate Roma projects, which especially want to improve the situation of children and women and increase the percentage of employed Roma.

On September 14, 2023, the Housing Fund of the Republic of Slovenia carried out the selection of apartment tenants according to the Public Tender for renting serviced apartments. He dealt with the applications submitted by the applicants in accordance with the timetable, from 30.6.2023 to 4.8.2023 inclusive.

The offer included 43 serviced apartments, of which 34 were in Maribor and 9 in Slovenj Gradac.

44 complete applications were considered in the selection. 34 apartments were rented out, namely 26 apartments in Maribor and 8 in Slovenj Gradac.
